Being a Manillo, Gobi is a keen merchant. In Prima, go to the big Market (the large building in the middle, with four stalls, one of which, the far right one, is empty). If Gobi walks behind the empty counter and presses A, someone will come up to him and either buy something out of your inventory or attempt to sell you something.
When you've lost Nina, before getting her back in Tunlan, open a market, and wait until someone sells you the Sleeper. This is Gobi's best weapon. The process is sped up a little if you put the entire contents of your inventory into storage beforehand, so that you'll only get sellers not buyers. It's easiest to do this while collecting ingredients for the Tonic.
It took me about twenty-thirty goes to get the Sleeper, and it cost 2400.
Any time after getting Nina back, do this again. This time you're waiting for Ox's Mallet, Bleu/Deis' GlowCN, or Nina's PowerRP (all the most powerful weapons of the respective characters).
Bear in mind that you do need to have enough money for these items. I'd also recommend picking up enough Mask Shields for everyone except Ryu (Dragon Shield), Ox (Star Shield) and Bo (no shield), and an EvilRB for Deis.
On my latest playthrough, the GlowCN appeared after fifteen attempts in Prima, and cost 36,000. I lost track, but it was maybe one hundred and fifty to two hundred before the PowerRP appeared, for 18,000. The Mallet showed up about five turns later, again for 18,000. I'm fairly sure it had shown up before, and I accidentally clicked no, so I'm glad that the game didn't punish me for that.
I suspect that these weapons can only be found in Prima, not Tunlan. You should also be aware that Cures bought here tend to turn into Lifes once they get into your inventory. You may be offered a weapon you've already bought. I have two GlowCNs, for instance, since they can be used to cast Hold in battle.
